In April 2009 Federal Service of Environmental, Technological and Nuclear Supervision (Rostechnadzor) again gave to Aviadvigatel OJSC the Permit for Use of gas turbines for gas compressor packages and power generating sets (GTU-2.5P, GTU-4P, GTU-6P, GTU-10P, GTU-12P, GTU-16P) and their modifications; gas turbine generating sets (Ural-2500 and Ural-4000 gas turbine generating sets) and their modifications. The document defines the status of our design bureau as a manufacturer (supplier) of the above-listed equipment. The Permit is valid till April 6, 2014.

In context of modern business there is an escalated competition among enterprises for the opportunity to sell manufactured products even at the lowest price. The world financial and economic crisis proved again that the market itself is not able to develop and maintain any stable economical system infrastructure.
That's why in all industrially developed countries the government still plays an important regulating and social and protective role. Moreover, taking into consideration the factors of production support, security assurance and risk minimization during equipment operation, we come to the conclusion that the government role will continue to increase in future.
Today the market of industrial gas turbine equipment abounds in supply of various products. Their main differences are consumer properties and potential risks connected with industrial safety and possible negative ecological effect of gas turbine equipment on the environment. In this aspect, taking into account a hypothetical probability of explosive natural gas and air mixture generation as well as other hazards (temperature, pressure, high rotation speed, etc.), we pay special attention to problems of guaranteed high-level industrial protection.
Clause 1 of the Russian Federation federal law «Industrial safety of hazardous production facilities» (¹ 116-FZ of July 21, 1997) clearly defines the term «industrial safety of hazardous production facilities» as «the security of vital interests of a personality and society at hazardous production facilities and consequences of stated accidents».
In the whole world the control of these problems solution is the state prerogative. In general, modern economy cannot exist without the efficient mechanism of interaction with legislative and executive state authorities.
In our country the functions of the state policy implementation in the field of industrial safety are assigned on the legislative authority - Federal Agency for Technical Regulation and Metrology (Russian Technical Regulation) and on the executive authority - Federal Service of Environmental, Technological and Nuclear Supervision (Rostechnadzor).
The mechanism of interaction between Russian Technical Regulation and business enterprises is based on the Federal Law «Technical Regulation» (¹ 184-FZ of December 27, 2002), «Range of products subject to obligatory certification by the RF law» and «Range of products subject to conformity declaration». The mechanism of interaction between Rostechnadzor and business enterprises is based on the Federal Law «Industrial Safety of Hazardous Production Facilities (¹ 116-FZ of July 21, 1997), «Regulations on Federal Service of Envi-ronmental, Technological and Nuclear Supervision» approved by the RF Government Order of July 30, 2004 (¹ 401) and «Regulations on Technical Application at Hazardous Production Facilities» approved by the RF Government Order of December 25, 1998 (¹ 1540).
To meet Russian Technical Regulation requirements, Aviadvigatel OJSC has received all necessary certificates of conformity for GTU-2.5P, GTU-4P, GTU-6P, GTU-10P, GTU-12P, GTU-16P gas turbines and their modifications as well as for Ural-2500 and Ural-4000 generating sets and their modifications.
According to the requirements of Ros-technadzor administrative regulation (Order 112 of February 29, 2008) to receive the Permit for Use in Rostechnadzor system specialists of our design bureau had to present considerable volume of evidentiary documentation on each item of the specified products, including, for example, certificates of conformity to industrial safety requirements, specifications, statements and protocols of periodic tests, and operation manuals.
Qualified Rostechnadzor specialists examined the presented documentation, after that they reported to the Federal Service management that the abovelisted products of Aviadvigatel OJSC meet the industrial safety requirements. It was officially admitted by the Resolution made by the Federal Service management to give to Aviadvigatel OJSC the Permit for Use No. PPC 00 33666 dated April 6, 2009 and to record the named Permit in the Public Register of Permits of certain types of technical equipment at hazardous production facilities in Rostechnadzor system.
Therefore, Federal supervision in the sphere of industrial safety proved that GTU-2.5P, GTU-4P, GTU-6P, GTU-10P, GTU-12P, GTU-16P gas turbines and their modifications; Ural-2500 and Ural-4000 generating sets and their modifications meet the industrial safety requirements determined by Russian Technical Legislation. This fact by itself provides high level of potential customers confidence in equipment and considerably increases the equipment competitiveness.
